What is the Pleasure Vessel Operator Grade 2 Certificate

The Pleasure Vessel Operator Grade 2 Certificate of Competency is issued by the Marine Department and is one grade of local pleasure-vessel operating qualification. A holder may operate a pleasure vessel of not more than 15 metres in Hong Kong waters, which for many people is the entry point into on-water activities. Applicants generally have to meet age, medical and eyesight requirements and pass both Part A and Part B of the exam; alternatively, they can complete a Marine Department-approved course and assessment. Exam format and pass requirements

The PVO Grade 2 written exam is split into Part A and Part B; the two are different in nature and are assessed separately, both as multiple choice. Three key entry rulesOn your first attempt you must sit both Part A and Part B — you cannot choose to sit only one part. The table makes the scope look wide, but very little of it actually needs rote memorising (mainly a handful of figures — storm-signal wind speeds, water boundaries and the like); most of it is scenario understanding, so once you have seen the common phrasings through practice questions, your answers come faster and faster. What Part B tests: Marine Engineering Knowledge

Part B is marine engineering knowledge. Its scope is more focused than Part A’s, and the emphasis is on understanding how a vessel “gets moving” and how it “stays safe”. The core content includes: the basic cycle of the internal combustion engine (four-stroke and two-stroke), the fuel system’s delivery and filtration, how the cooling system removes heat from the engine, battery maintenance, and the vessel’s fire prevention and firefighting equipment and routine checks. This part does not require memorising difficult theory, but the concepts must be clear — for example, once you understand why cooling water needs to keep circulating, and why fuel vapour is a source of fire and explosion, you will not have to rely on rote memory when answering. Part B maps onto handbook topics 16 to 22, which divide into six machinery-system units. Compared with Part A, the trick for Part B is to work “system by system, understanding cause and effect” rather than memorising individual parts by name. Notice that many Part B questions are really “fault symptom → identify the system” cause-and-effect reasoning: high coolant temperature points to the cooling system, black smoke to incomplete combustion, fuel vapour in the engine room to a leak and fire risk. Stringing the cause and effect of the six systems together is far more effective than memorising part names, and it lets you answer even questions you have not seen before.

How to allocate your revision time

Faced with a written exam this broad, the easiest way to come unstuck is to spread your effort evenly from start to finish. A more efficient order is to attack first the three interrelated topics that also frequently appear as picture questions, then handle the scattered knowledge, and finally concentrate on Part B:

Stage 1 (the interrelated topics): collision regulations → navigation lights → IALA buoyage. All three share the same left/right bearing logic, so learning them together is the least effort.
Stage 2 (the scattered knowledge): maritime regulations, weather, first aid. Focus on understanding the scenarios, reinforced by practice questions.
Stage 3 (concentrated push): Part B marine engineering knowledge. Work through it system by system, saving it for the final sprint.

This order has one advantage: the bearing concept you build in Stage 1 carries all the way through to lights and buoys, so the more you revise the faster you go; and leaving Part B until the end lets you sit the exam while it is freshest in your memory, reducing the chance of forgetting the mechanical details.

The time shares are only a starting point — adjust them to your background: if you have no boating experience at all, Stage 1 is worth a little more; if you already know your way around marine machinery, give more time to Part A’s regulations and local knowledge. Working back from the marks to a revision strategy

Both parts of the PVO Grade 2 exam are multiple choice, so what matters most is not getting “every chapter equally solid” but tackling first the question types where you are most likely to lose marks and where practice can most improve you. If you only have two weeks to prepare, put around half your time into the three sets of picture and scenario questions — collisions, lights and buoys — and do a fixed short stretch of Part B every day rather than leaving it until the last two days. The reason is simple: Part A picture questions need repeated recognition, and Part B mechanical questions need you to build up cause and effect, and neither is best crammed on the day.

A four-week study roadmap

If you have plenty of time, you can spread the syllabus over four weeks — you don’t need to study for hours each day, but you do need to keep up the rhythm:

Week 1: Build the framework

Read through the syllabus once and separate Part A from Part B. Establish the basic vocabulary of the three sets — collisions, lights and buoys.

Week 2: Focus on Part A

Do picture questions every day and review the explanation the moment you get one wrong. The goal is not volume but getting the encounter directions and buoy features firmly recognised.

Week 3: Focus on Part B

Organise it along five threads — engine, fuel, cooling, electrical and fire. For each system, ask "what happens if it fails".

Week 4: Wrong answers and mock exams

Stop opening endless new topics. Sit a full mock exam to 45 minutes, then review only your wrong answers and the official key points.

A ten-minute daily question drill

The nature of maritime knowledge is that “recognise it and you score, mistake it and you lose the mark”, which makes it ideal for revising in short, frequent bursts. Rather than cramming two hours once a week at the last minute, take ten minutes a day to do a dozen or so questions, letting the collision scenarios, light combinations and buoy shapes come up in your mind again and again until they slowly become reflex.
